REACH Legislation – Registration, Evaluation and Authorisation of Chemical Substances 

REACH is a European Community Regulation relating to chemicals and their safe use (EC 1907/2006), which entered into force on 1 June 2007. The regulation deals with the Registration, Evaluation, Authorisation and Restriction of Chemical substances.

Registration of chemical substances under REACH needs to be done by every EU manufacturer and importer, who brings chemical substances into the EU.

Chemicals manufactured or imported in volumes of 1 ton or more per year and per manufacturer / importer are automatically encapsulated in REACH.

Quadrant manufactures plastic shapes and finished parts. These products are considered as articles and are consequently not directly affected by REACH, meaning that they do not have to be registered. The polymers used in the manufacturing process of these plastic stock shapes and finished parts are initially exempted from registration and evaluation. Monomers and other associated substances used in the manufacture of these polymers, however, must comply with the regulation. Next to the base polymer, most commercially available plastics also contain additives and hence are to be considered as preparations whose substances have to be registered, evaluated and, where necessary, authorised.

Quadrant is a ‘downstream user’ who needs to get relevant product information from its suppliers. By now, Quadrant has received the confirmation from all suppliers, that the monomers and additives used for the EU production of Quadrant shapes have been pre-registered before 1 December 2008 at the ECHA (the European Chemical Agency). This means, that these monomers and additives can continue to be available during the time that the manufacturer or importer of the substance in the European Union is preparing the registration dossier for this substance.

Quadrant has actively collaborated on the collection of data, which will be needed by the suppliers of the chemical substances used in its production to draw up the Chemical Safety Report, a document required as part of the Registration dossier. This data mainly consists of information about usage and the possible exposure of human beings and the environment to the chemical substances and has been handed over to the suppliers of the chemical substances used in Quadrant products.
